New York City Department of Homeless Services: Deputy General Counsel (New York, NY)


The New York City Department of Homeless Services (DHS) seeks an Executive Agency Counsel M-IV to serve as Deputy General Counsel in DHS’ Office of Legal Affairs.  DHS operates the most comprehensive shelter system and the most extensive preventive services network in the nation. Under the direction of the General Counsel, with wide latitude for independent decision-making and action, the Deputy General Counsel serves as the agency’s second highest ranking legal officer.  To further DHS’ mission and provide innovative solutions to homelessness, the selected candidate plays a key role in working with other divisions to develop new programs and implement new initiatives compliant with federal, state and local law and judicial mandates.  In consultation with the Commissioner, the General Counsel and the NYC Law Department, s/he shall also develop and coordinate the agency’s strategic approach to high-profile litigation and assist the Law Department in its representation of DHS.  The selected candidate will also be responsible for managing a staff of attorneys and administrative personnel in representing the agency in administrative and judicial forums, and in providing legal advice on a broad range of matters involving issues of statutory compliance and interpretation, fiscal operations and government funding, constitutional law, labor and employment, land use (e.g., zoning and fair share analysis), and records access (e.g., FOIL).

The successful candidate for this position will have extensive in-court litigation experience; extensive management experience; excellent legal research and writing, analytic and oral advocacy skills; and excellent client counseling skills.  Candidate will possess admission to NYS Bar and 4 years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, 18 months in the supervision of other attorneys or in an administrative, managerial or executive capacity and must remain Members of the NYS Bar in good standing for duration of this employment.

Salary range:  $110,000 plus, commensurate with experience. NYC residency is required.
