The United States Postal Service Office of Inspector General’s (USPS OIG) mission is to provide reports to Postal Service Executives, the Board of Governors, and Congress to help the Postal Service maximize revenues (over $65 billion a year), minimize costs, and prevent and detect fraud, waste, abuse and mismanagement.
The USPS OIG is seeking a highly qualified applicant to fill our Contracting Officer Specialist position within the Office of General Counsel, Contracting team located in Arlington, VA. The successful candidate will serve as a Contracting Officer Specialist and expert technical authority for the agency in the areas of contracting and procurement. The successful candidate will also be responsible for providing excellent customer service in contracting and procurement by resolving significant and complex contracting issues, creating innovative solutions for customer needs, and working well with customers from all OIG components.
Candidates will be evaluated on the knowledge, training, skills and experience they possess that directly relate to the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate’s education and professional experience.
This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $105,211 – $136,771. The salary figures include locality pay.

The employee serves as a Contracting Officer Specialist and authoritative resource for the agency in the areas of contracting and procurement. As an expert technical authority responsible for the contract and procurement program, responsibilities involve providing excellent customer service in contracting and procurement by resolving significant and complex contracting issues, creating innovative solutions for customer needs and, working well with customers from all OIG components. In addition, the Contracting Officer Specialist:
Plans, negotiates, leads, and/or administers complex procurements of goods, systems or services with specialized, state-of-the-art, critical or scarce requirements. The procurements are characterized by a lack of any previous cost data, require the use of a wide variety of cost and fixed-price contracts, multi-year contracts and extensive use of subcontractors, involve frequent changes in terms, conditions or funding arrangements, and similar difficulties
- Develops and/or reviews complex contractual pricing arrangements and incentives (such as cost-plus-incentive-fees or fixed-price-incentive-fees) where the agency and the contractor share cost risk, or economic price adjustment clauses for adjusting labor and material costs where price is not predictable at the time of negotiation
- Audits or reviews major acquisitions of similar complexity. Presents findings and recommends corrective actions and policy or procedure improvements
- Reviews, advises on, develops, and recommends operating unit-wide or agency-wide procurement processes, systems, procedures, and/or policies

- Bachelor’s Degree from an accredited college or university, with at least 24 semester hours in subjects related to purchasing, such as accounting, business, finance, commercial (business) law, economics, quantitative analysis, marketing, contracting or purchasing, organization, or management.
- Two years of specialized experience to include high-level government contracting, accounting, finance, and negotiating skills.
- Current certification as a Contracting Officer at a federal department, agency or establishment.
