From our Region V Team, we wish you a happy holiday season and a prosperous new year! Your HNBA Region V Leadership Team, along with the Region Affiliates, are busy planning for an exciting 2013. Your HNBA Region V membership will be enhanced with your active participation. We certainly hope to see you at our upcoming events next year, from CLEs to public service programs.

HNBA ORGANIZES SUCCESSFUL EMPLEO/EMPLOYMENT WORKSHOP WITH DEPARTMENT OF JUSTICE AND OTHER SPONSORS
On November 13, 2012, HNBA sponsored an educational panel for more than 45 job seekers titled “How to Get a Job with the Department of Justice.” Two representatives from the DOJ spoke to a standing room only audience filled with new and experienced lawyers and paralegals. Julie Zebrak, an attorney with DOJ’s Diversity and Inclusion Division, emphasized that job seekers need to be pro-active when applying for a job. She explained that applicants should learn about the organization, including its mission and successes, before submitting a resume. Richard L. Parker, Deputy Associate Attorney General for Diversity Management, offered attendees assistance to schedule informational interviews with other DOJ attorneys. He explained that applicants should use this interview to describe exactly how they would execute the job functions. The event was co-sponsored by the Asian Pacific American Bar Association of D.C., South Asian Bar Association of D.C., Maryland Hispanic Bar Association, National Capital Area Paralegal Association, and Hispanic Bar Association of Virginia
HBA-DC PROMOTES HNBA DREAM INITIATIVE AT DC COUNCIL
HNBA has an ongoing DREAM Act initiative national campaign, which seeks to get state legislatures to pass resolutions that encourage Congress to pass the Development, Relief, and Education for Alien Minors (DREAM) Act. The DREAM Act provides a path to citizenship for undocumented immigrants who entered the country as children. HBA-DC joined the initiative and this summer advocated at the Council of the District of Columbia for passage of a resolution. The Council introduced a resolution in the fall and HBA-DC provided testimony in support of the resolution. In its last legislative session of the year, the Council unanimously approved PR 19-1002, the “Sense of the Council Encouraging Congress to Enact the Dream Act Resolution of 2012.” The Resolution calls on Congress to pass the DREAM Act. HNBA CO-SPONSORS HBA-DC’S SUCCESSFUL HOLIDAY PARTY
On Wednesday, December 5th, over 100 members of the HBA-DC attended our annual Holiday Party at La Kazbah Restaurant to benefit Mary’s Center. Attorneys and colleagues celebrated a successful and active year and raised over $700 in cash or checks made out to Mary’s Center, along with $200 worth of toys. Mary’s Center is a non-profit organization that provides health care, educational, and social services to low-income families. Mary’s Center has seven locations and two mobile units operating in DC and Maryland. HBA-DC has been supporting Mary’s Center for years at its holiday party. HNBA has also been a co-sponsor in recent years. The holiday party was also co-sponsored by the South Asian Bar Association of DC. Thanks to all who generously donated and joined us to celebrate the holidays!
HNBA SELECTS HBA-DC TO HOST THE 2014 HNBA ANNUAL CONVENTION
On December 7, 2012, the HNBA Board of Governors selected Washington, DC as the location for the 2014 Annual Convention. HBA-DC Board members selected a preliminary site and drafted a proposal highlighting the HBA-DC’s ability to host the convention, including the Association’s fundraising experience, connections to prominent government officials, and history of hosting the HNBA convention in 2005. We invite the many members of Region V to volunteer in the planning of the convention! More details will follow.

HNBA MIDYEAR CORPORATE COUNSEL CONFERENCE IN ATLANTA MARCH 13-16, 2013
The HNBA will host its Annual Midyear Corporate Counsel Conference at the Hyatt Buckhead in Atlanta on March 13-16, 2013. This rich CLE and networking conference will provide an opportune setting to connect corporate counsel throughout the United States and the HNBA, offering opportunities for outside counsel to meet representatives from numerous Fortune 500 Companies. Additionally, the 18th Annual Uvaldo Herrera National Moot Court Competition will bring together over 30 law student teams from the Nation’s top law schools. HNBA ADVOCACY SUMMIT & LEGISLATIVE DAY MAY 13-17, 2013
HNBA’s Legislative Day was introduced in 2007 and serves to further the HNBA legislative agenda before Congress and executive branch officials through direct grassroots advocacy by our members. It also educates HNBA members from around the country about public policy issues and the federal legislative process. Members are assigned to small teams and then participate in a full day of advocacy on Capitol Hill, including meetings with Members of Congress and/or their key staff to present the HNBA’s position on select issues. Participants also have the opportunity to attend a briefing by senior administration officials at the White House. Since 2008, HNBA has recognized key legislative initiatives and Members of Congress who redefine the meaning of excellence through their leadership and commitment to their communities with the HNBA Capital Awards. The Hispanic National Bar Association 38th Annual Convention will be held Wednesday, September 4th through Saturday, September 7th, 2013 at the Hyatt Regency Denver Convention Center. Hon. Ricardo Urbina Joins Mediation Services Group JAMS
Longtime HBA-DC member, friend and mentor to countless HBA-DC members, Hon. Ricardo Urbina has joined mediation services group JAMS. Judge Urbina served on the federal bench for eighteen years before retiring last May. The HBA-DC’s Lifetime Achievement Award, which is bestowed annually at HBA-DC’s Equal Justice Awards Reception, is named in his honor. The move was covered in the Blog of The Legal Times. There are a lot of exciting activities happening in your region. Recently, we held a successful workshop with the Consumer Financial Protection Bureau (CFPB) at which we discussed employment opportunities within the government. Building on this success, we have scheduled two additional Employment Initiative sessions, this time with the Department of Justice and the Department of Treasury’s Office of the Comptroller of Currency. We also organized a panel presentation on Voting Right’s Legislation. Finally, we are extremely excited to kick-off our National Mentorship program in Region V. We need mentors, so please consider participating in this mentorship program.

Liz Lopez is Of Counsel in the Washington, D.C. office of Barnes & Thornburg LLP, where she advises clients on government relations and legal matters. Her work on behalf of clients includes areas such as education, energy, financial services, food safety regulations, healthcare, and trade, among numerous other issues. She is a prominent Democratic strategist and a frequent speaker on economic and election issues, including the increasing role of the Latino electorate in the U.S. Liz was recently selected to join a team of bipartisan U.S. dignitaries chosen by the U.S. Department of State to participate in its international outreach program surrounding the 2012 Presidential Elections and the U.S. Electoral Process. She was awarded a U.S. Speaker & Specialist Grant by the Department’s Bureau of International Information Programs and travelled to Ecuador and Paraguay where she shared her perspective as a Democratic strategist during meetings, presentations, and press conferences from September 23-October 3, 2012. Liz has held numerous leadership positions, including HNBA National Vice President of Membership (2010-2012), HNBA National Vice President of External Affairs (2008-2010), HNBA Regional President (2006-2008), Hispanic Lobbyists Association Board Member (2008-2009), and Hispanic Bar Association of D.C. Board Member (2006-2007). She graduated with an A.B. from the University of Chicago in 1997, and earned her J.D. from Boston College Law School in 2000.

HNBA HOSTS SUCCESFUL CFPB EMPLOYMENT WORKSHOP!
On September 18, 2012, many members of the sponsoring organizations attend the CFPB employment workshop. David Uejio, CFPB’s Lead for Talent Acquisition, started the discussion by giving valuable information on how to apply for government jobs at all agencies. He then went into specifics of how to apply to jobs specifically at the CFPB. Mr. Uejio discussed the general rules resumes should follow for government jobs and how some of those rules would differ for CFPB positions. Mr. Uejio also discussed the goals of the CFPB, its dynamic differences compared to other agencies, and its current hiring needs. While discussing the CFPB’s hiring needs, he gave an estimated time table of hiring for certain types of positions and what to expect in the next 6 to 18 months. At the end of his presentation, Mr. Uejio was kind enough to answer several individual’s questions that ranged from general advice to more individually tailored questions for applying at the CFPB. Participants found the information given at the event to be very helpful. Several participants stayed after the event to follow-up with Mr. Uejio regarding what he had discussed. Attendees were also given some materials on creating a resume tailored for USAJOBS and the CFPB. The event was co-sponsored by the Association of Latino Professionals in Finance and Accounting, Maryland Hispanic Bar Association, DC Latino Professionals, Hispanic Bar Association of DC, Asian Pacific American Bar Association of DC, Latina/o Alumni Association of the Washington College of Law, and the American Bar Association, Business Law Section (Program Partner). Thank you to Mr. Uejio and the CFPB for taking the time to conduct the presentation.

Dear Region V Members:
May was a very busy month. We started off by hosting a Cinco de Mayo celebration with LatinVIP. We also participated in two community service activities, awarded three scholarships and many of us attended the Legislative Summit. A special thank you goes to Region V members Karl Tetzlaff, Jennifer Mauskapf and Estefania San Juan for organizing our Law Day events. The students who participated appreciated our advice and the experience was quite rewarding.
June also looks to be an exciting month as well. On June 13th, Region V will be hosting a reception with HNBA President-Elect candidates Karina Ayala-Bermejo and Miguel Alexander Pozo. HNBA Member Spotlight – Karl Tetzlaff
Born and raised in Chicago, IL, HNBA Region V member Karl Tetzlaff, currently works as a contract attorney in Washington, DC. Karl’s prior experience and passion includes practicing fair housing, employment discrimination, criminal defense and immigration law. Karl attended The John Marshall Law School in Chicago and worked on predatory lending issues at the school’s Fair Housing Clinic. Additionally, he externed with the National Immigrant Justice Center and Chicago Lawyers’ Committee for Civil Rights Under Law.
Licensed in Colorado and DC, he subsequently served as a judicial clerk for the Chief Judge in Boulder, Colorado, to establish a Drug Court and Mental Health program. Karl then investigated and adjudicated fair housing, employment and public accommodation discrimination complaints before the Colorado Civil Rights Division. Most recently, Karl travelled to Putumayo, Colombia, with a team of attorneys with a human rights delegation to observe the impact of the activities of multinational corporations on indigenous communities. He has resided in DC for the past two years.

Join HNBA, the Maryland Hispanic Bar Association, the Hispanic Bar Association of Virginia and the Hispanic Bar Association of DC for an opportunity to meet and network with HNBA’s President-Elect candidates Karina Ayala-Bermejo and Miguel Alexander Pozo. Mr. Pozo and Ms. Ayala-Bermejo will discuss their backgrounds and goals for HNBA. Attendees will also have an opportunity to ask questions. Depending on their schedules, the candidates may appear in person or via video conference. Arrangements can also be made for HNBA members to participate via video conference.

HBA-DC’s “An Evening with SEC Commissioner Troy Paredes”
Please join HBA-DC for “An Evening with SEC Commissioner Troy Paredes” on June 6, 2012. Commissioner Paredes will discuss his career path, including how he attained his current position, explain his role as an SEC Commissioner, and share insights on the practice of law from his professional experience. Commissioner Paredes was appointed to the U.S. Securities and Exchange Commission by President George W. Bush and was sworn in on August 1, 2008. Before joining the SEC, Commissioner Paredes was a tenured law professor at the Washington University School of Law in St. Louis, MO, where he taught and published in the areas of securities regulation and corporate governance. Before joining Washington University’s faculty in 2001, Commissioner Paredes practiced law at prominent national law firms, where he worked on a variety of transactions and legal matters involving financing, mergers and acquisitions, and corporate governance.

HNBA Region V Participates in Two Law Day Events
On Saturday, April 28, 2012, Region V members participated in a Law Day event with the Latin American Youth Center (“LAYC”). The event featured panelists Judy Estrada of the U.S.D.A. Civil Rights Office, Fidel A. Castro of the Law Offices of Harry A. Suissa, P.C., Tess Ferrera of Miller & Chevalier, Juan Sempertegui of Carr Maloney P.C. and it was moderated by Karl Tetzlaff, a local attorney in DC. The panelists interacted with students ages 14 to 19 and shared a number of stories and life lessons. The panelists discussed their passion for the law and the impact an attorney can have on the Latino community. They shared their personal challenges in pursuing their law degrees. LAYC is an award winning, nationally recognized multi-service agency serving all low-income youth in the District of Columbia and Maryland’s Prince George and Montgomery Counties. LAYC programs support academic achievement, promote healthy behaviors, and guide youth toward successful adulthood.
On Tuesday, May 1, 2012, Region V members Juan Sempertegui and Jessica Chipoco, President-Elect for Maryland Hispanic Bar Association, spoke to more than 20 high school students as part of May 1st Law Day. The event was organized by HNBA member Estefania San Juan in conjunction with Liberty’s Promise. Liberty’s Promise supports young immigrants in need while encouraging them to be active and conscientious American citizens. Liberty’s Promise programs aim to make the immigrant experience an affirmative one for young newcomers while instilling in them a sense of pride and support for American ideals of democracy and freedom. The students were quite enthusiastic and asked many questions related to the practice of law.
HBA-VA Co-Sponsors Successful Wine Event
On Tuesday, May 1st leaders of the Northern Virginia Chapter of the Virginia Women Attorneys Association (NVWAA), Hispanic Bar Association of Virginia (HBAVA) the Virginia Chapter of the Asian Pacific American Bar Association (NVAPABA), and the Northern Virginia Black Attorneys Association (NVBAA) greeted attendees to the first jointly sponsored social event at the newly expanded The Curious Grape Wine Bar in Arlington, Virginia.This year was the NVWAA’s Tenth Wine Event. HBAVA President Ofelia Calderon gladly agreed to cosponsor this event. Calderon took this opportunity to meet the members of other minority bar associations and to promote the HBAVA to all attendees. HBAVA National Liaison Martha Villanigro-Santiago worked with the NVWAA Social Committee Chair, Hillary Collyer, to publicize this event.
With representation from all the cosponsoring organizations, attendees had an opportunity to meet and network with attorneys from local bar associations. HBAVA Martha Villanigro-Santiago discussed future networking events with the NVAPABA Secretary Lynette Kleiza. HBAVA President Ofelia Calderon discussed with Judge Michael Rosa, NLRB Administrative Law Judge, future events to increase the HBAVA’s visibility in the Northern Virginia legal community. The evening was not your average wine event. As attendees entered the private tasting room, two wine servers introduced guests to an evening of wine tasting, paired with cheeses and chocolates, followed by a variety of delicious appetizers. Throughout the evening the wine servers offered information about each wine and made sure that each guest enjoyed every part of the program.

For the first time, HNBA sponsored holiday gatherings in DC, MD and VA. HNBA also continued to co-sponsor various professional development events with HBA-DC. In addition, HNBA created a Region V Bulletin informing members about the various region activities being held by HNBA and our affiliates. In 2012, Region V has planned CLEs to be held in conjunction with affiliates and will be working with the HNBA Latina Commission in organizing an event for Latinas. Additionally, in accordance with President Benny Agosto’s directive, Region V will be awarding scholarships to six students from law schools in the area. We will also continue our active role in the endorsement process for judicial vacancies. HNBA Region V will have a busy year and would love your assistance and support.
