HNBA National President establishes DREAM Task Force

HNBA DREAM INITIATIVE TASK FORCE
Pursuant to Article XIII, Section 4 of the By-Laws of the Hispanic National Bar Association (“HNBA” or “Association”), Peter M. Reyes, Jr., as President of the Association hereby resolves, this 12th day of October, 2012:
WHEREAS, an informal “DREAM Working Group” was established in 2011in response to the failure of the United States Congress to pass the Development Relief, Relief and Education for Alien Minors (“DREAM”) Act, with the purpose of formulating alternate strategies to continue the HNBA’s longstanding advocacy to promote passage of the DREAM Act;
WHEREAS, the DREAM Working Group devised a grassroots strategy to promote the DREAM Act, in furtherance of which the Group drafted a model resolution and set of talking points, which were approved by the HNBA Board of Governors in 2011, and which were designed as tools for advocates to persuade state legislatures to pass resolutions calling upon Congress to approve the DREAM Act;
WHEREAS, the DREAM Working Group secured several organizations as partners in its grassroots campaign, including the League of United Latin American Citizens (“LULAC”), the Mexican American Legal Defense and Education Fund (“MALDEF”), LatinoJustice PRLDEF, the National Latino/Latina Law Students Association (“NLLSA”), and the DREAMer organization DRM Capitol Group;
WHEREAS, the DREAM Working Group launched its grassroots initiative via press release on July 9, 2012;
WHEREAS, HNBA members have responded to the press release indicating a desire to participate in the grassroots campaign;
WHEREAS, the HNBA, via the Vice President for Regions and Affiliates, has enlisted the aid of its Regions and Affiliates in this DREAM effort; and
WHEREAS, the grassroots campaign can benefit from formalizing the DREAM Working Group into a DREAM Initiative Task Force to provide it additional recognition and assistance,
NOW THEREFORE IT IS HEREBY:
RESOLVED, that in accordance with the authority granted the President of the HNBA to create a special committee, pursuant to Article XIII, Section 4 (Special and Standing Committees, Commissions, Councils and Task Forces – Special Committees or Task Forces) of the By-Laws of the Association, the President creates the HNBA DREAM Initiative Task Force (“Task Force”) on the date first written above.
RESOLVED, that in accordance with the authority granted the President of the HNBA pursuant to Article XIII, Section 2 (Special and Standing Committees, Commissions, Councils and Task Forces – Appointment) of the By-Laws of the Association, the President shall appoint members of the HNBA to sit on the Task Force.
RESOLVED, that the Task Force will consist of minimum of eight Regular or Affiliate Members appointed by the President, plus the Vice President for External Affairs and the White House liaison, as designated in accordance with the HNBA By-laws.
RESOLVED, that the President will appoint, from among the membership of the Task Force, a Chairperson, who shall be the general coordinator for the Task Force’s activities, draft a report of the activities of the Task Force each quarter for the HNBA Board of Governors, maintain communication with the Task Force’s national partners and develop new national partnerships, including assisting Regional Coordinators with developing local partnerships within their regions, regularly communicate with the Task Force’s members to ensure the continued implementation of the grassroots campaign, and facilitate phone or other conferences each quarter so that Task Force members may report on their progress.
RESOLVED, that the President will appoint, from among the membership of the Task Force, a Vice-Chairperson to assist the Chairperson as needed and to act as the Chairperson in the event of the incapacity of the Chairperson.
RESOLVED, that the President will appoint, from among the membership of the Task Force, a Secretary who shall maintain a chart with all the partners, Task Force members, and HNBA Regional Presidents, and the Law Student Division members who are participating in the DREAM initiative, as well as document the activities of the campaign participants as they work towards the project’s goal.
RESOLVED, that the President will appoint, from among the membership of the Task Force, a Media Liaison who shall draft press releases announcing new partnerships and the passage of each resolution in a particular legislature, work with the HNBA Vice President for External Affairs to issue the releases, and seek media sources for coverage of the DREAM initiative.
RESOLVED, that the President of the HNBA will appoint, from among the membership of the Task Force, who shall be the point of contact for law student groups, including HNBA Law Student Division members, who wish to participate in the project, refer law student groups to the appropriate Regional Coordinator, and assist the Regional Coordinator with meeting the law student group’s project needs
RESOLVED, that the President will appoint, from among the membership of the Task Force, a number of Regional Coordinators who shall be responsible for maintaining contact with local partners, HNBA Regional Presidents, HNBA Affiliates, and Law Student Division representatives in their respective geographic areas, which shall be delineated by the Task Force.
RESOLVED, that all quarterly reports to the HNBA Board of Governors shall be submitted no less than two weeks before the first Board of Governors meeting of each quarter.
RESOLVED, that the Task Force is authorized to perform all acts that it deems necessary and proper to discharge its duties as articulated herein, provided that any such acts do not contradict the By-laws of the Association or any of the Association’s policies or resolutions.
FURTHER RESOLVED, that the following persons are appointed as founding members of the Task Force: Fernando Rivero, Chairperson; Teresita Chavez-Pedrosa, Vice Chairperson; Maria Mendoza, Secretary; Celeste Villarreal, Media Liaison; John Pratt, Regional Coordinator for Florida; Lizette Rubio, Regional Coordinator for Arizona and Nevada.
