These three law students will each receive an award of $1,000 to go towards their law [...]]]></description> <content:encoded><![CDATA[<br/><p>May 8, 2012 | Washington, DC &#8211; Last week, during the 2012 HNBA Advocacy Summit, HNBA Region V President Juan Sempertegui announced the winners of the Region V HNBA Scholarship: Estefania San Juan, Brenda D. Villanueva, and Aisha Ching. These three law students will each receive an award of $1,000 to go towards their law school tuition.</p><p>This year, the HNBA and The HNBA Legal Education Fund launched a scholarship initiative to provide a total of $57,000 to Latino law students in each of the HNBA’s 19 regions nationwide. This effort, in turn, is part of the HNBA’s goal of providing $100,000 in scholarships in 2012. The HNBA Legal Education Fund (&#8220;The Fund”) is the HNBA’s only IRS Section 501(c)(3) charitable foundation, and the only non-profit foundation that supports the HNBA&#8217;s educational and charitable missions, including identifying and providing financial assistance to worthy programs that address education and the law within the U.S. Hispanic community and legal profession.</p><p><strong>Congratulations to the winners!</strong></p><p><strong><span

class="alignleft size-full wp-image-11353" style="margin: 5px;" title="estefania san juan" src="http://www.hnba.com/wp-content/uploads/2012/05/estefania-san-juan.jpg" alt="" width="98" height="105" /></p><p><strong></strong>Ms. San Juan is a rising third year student at American University, Washington College of Law.  Originally from Colombia, South America, she is a 2007 graduate of the University of North Carolina.  Before law school, she was an immigration paralegal at Legal Services of Southern Piedmont in Charlotte, North Carolina, where she aided immigrant victims of human trafficking, sexual assault, and domestic violence.  While in law school, she has been involved with the Latino/a Law Students Association, the International Human Rights Law Clinic,  International Arbitration Moot Court Competition, and is currently the Senior Symposium Editor at the American University Law Review.</p><p><strong><span

HNBA was represented by the Hon. Celeste I. Villarreal, Vice President-External Affairs, and Associate Judge from Austin Texas. HNBA was the lone voice for the Latino community participating in the White House briefing.</p><p>Session participants were addressed by Eric Holder, U.S. Attorney General; Kathy Ruemmler, Assistant to the President and White House Counsel; Heather Zichal, Deputy Assistant to the President for Energy and Climate Change; Eric Schultz, Associate Communications Director; Ed Pagano, Deputy Assistant to the President for Legislative Affairs, Senate Liasion; and Christopher Kant, Special Assistant to the President and Senior Counsel.</p><p>Following the general session, a select few were invited to meet privately with President Obama to discuss the impact the empty judicial seats are having on our communities. Judge Villarreal highlighted the adverse impact on the lives of Latinos, all constituencies, and business interests when cases must wait up to two years because of a backlog of cases and a shortage of judges, and called for expediency in filling the open seats. align="center"><strong>Hispanic National Bar Association Salutes President Obama for His Support of Marriage Equality<br
/> </strong></p><p>Washington, D.C. – In a historic moment last week, President Barack Obama endorsed same-sex marriage, stating, “It is important for me to go ahead and affirm that I think same-sex couples should be able to get married.” The President’s endorsement comes at a crucial time in the struggle for marriage equality nationwide, and the HNBA commends President Obama for his public demonstration of support on this important issue.</p><p>The HNBA has long fully supported marriage equality, including having co-sponsored a resolution of the American Bar Association (“ABA”), which urged states to eliminate all legal barriers to same-sex marriage (ABA Resolution No. 111). The HNBA also recently joined an amicus brief filed in <em>Gill v. Office of Personnel Management</em>, a case before the U.S. Court of Appeals for the First Circuit challenging the constitutionality of the federal Defense of Marriage Act (“DOMA”), which defines marriage as the legal union between one man and one woman.</p><p>“The HNBA expresses its gratitude to President Obama for taking a public stance on this civil rights issue that is so important to our community,” said Benny Agosto, Jr., HNBA National President. “In this day and age, it is no longer acceptable for a nation as great as ours to deprive a group of its citizens of a fundamental right, and the HNBA stands firmly with the President and all supporters of marriage equality.”</p><p>Research shows there is widespread support among Hispanics for Lesbian, Gay, Bisexual &amp; Transgender (“LGBT”) equality. “The President’s public support of marriage equality validates what many of us have known and believed deep in our hearts &#8212; that the bedrock of this country is equal rights for all,” said Robert Maldonado, Chair of the Lesbian, Gay, Bisexual &amp; Transgender Section of the HNBA. “Hispanic gay couples are twice as likely as white gay couples to be raising children, and these parents have the same right to raise their children as a married couple as anyone else.  We thank President Obama for his courage.”</p><p>The HNBA urges all states and the federal government to support marriage equality.  For further information, please contact Robert Maldonado, Chair of the LGBT Section of the HNBA, at (212) 278-0509.</p><p><strong><br

align="center"><em></em><em> </em></p><p><strong>WASHINGTON D.C.</strong> – This week, the Hispanic National Bar Association (HNBA) convened the <strong>2012 Advocacy Summit and Legislative Day,</strong> an annual event to further the HNBA legislative agenda before Congress and executive branch officials through direct grassroots advocacy by its members. In this <strong>40<sup>th</sup> anniversary year</strong>, members of the HNBA from across the country traveled to the nation’s capital to participate in a full day of advocacy, promoting pressing legislative issues affecting the Hispanic legal community.</p><p>At the center of the HNBA’s legislative and policy priorities are: preserving access to legal services for low-income individuals; addressing judicial emergencies and promoting diversity on the federal bench; supporting DREAM Act legislation that includes a path to U.S. citizenship and access to financial aid; encouraging a Violence Against Women Act Reauthorization bill that continues to protect the most vulnerable groups; and the creation of a Smithsonian National Museum of the American Latino.</p><p>“The Advocacy Summit is a unique opportunity for the HNBA to act as powerful advocates, and demonstrates the leadership and service that our members carry out on both local and national levels,” said <strong>Benny Agosto, Jr., HNBA National President.</strong> “This year the HNBA advocated for some of the most pressing policy issues of our day, from the urgent need for a qualified and diverse judiciary to the necessity of comprehensive federal immigration reform, including a path to citizenship for the millions of promising young people who want to take part in and contribute to our society. On Wednesday evening, the HNBA held the 2012 Capital Awards Dinner, where the HNBA recognized key legislative initiatives and Members of Congress who redefine the meaning of excellence through their leadership and commitment to their communities.</p><p>This year the HNBA presented the Capital Award to <strong>U.S.</strong> <strong>Representative for the 20<sup>th</sup> District of Texas Charlie Gonzalez</strong>. /><h3>DUTIES:</h3><div><p>The Associate Solicitor for Management and Administrative Legal Services (MALS) is responsible for providing a complex array of legal, management and administrative services on behalf of the Office of the Solicitor (SOL).</p><p>The incumbent facilitates SOL operations through the provision of advice and guidance relating to governmental and departmental administrative, budget and human resources mandates.</p><p>The Associate Solicitor for MALS is responsible for overseeing the division&#8217;s responsibility for representing DOL personnel in contract and grant appeals, disclosure and EEO and labor relations matters, as well as providing legal services relating to numerous procurement related statutes and appropriation matters.</p><p>The incumbent performs a variety of administrative functions which include (1) directing SOL policy in the areas of financial management, budgeting, evaluation, human resources, and training; (2) providing guidance and support to SOL managers in strategic planning, personnel management, fiscal planning and other administrative responsibilities; (3) implementing SOL-wide litigation support efforts; (4) developing guidance in the areas of telecommunications and space utilization, records management, file maintenance, disclosure, telework, and travel; (5) designing and implementing a comprehensive IT program, including assessing vulnerabilities and installing internal controls; (6) planning and administering, as the SOL contract administrator, all SOL procurement activities; and (7) serving as the SOL liaison to OASAM, OCFO, DBC and other departmental agencies on matters relating to strategic planning, administration, management, competitive sourcing and litigation support.</p><p>The incumbent also provides legal advice and services department-wide relating to important issues arising under, among other laws, the Freedom of Information Act, Paperwork Reduction Act, Federal Advisory Committee Act, Administrative Procedure Act, and procurement and appropriations laws.</p><p>The Associate Solicitor directs a staff of approximately 24 attorneys and 2 paralegals, and 30 administrative personnel, including budget, program and management analysts, as well as personnel, information technology, litigation support and labor relations specialists, and support staff, and oversees 9 contract staff.</p></div></div><div

A Regular Member or Affiliate Member seeking to be elected as an Officer of the Association may be nominated upon the written endorsement by no less than twenty-five (25) Regular Members or Affiliate Members in good standing. A Regular Member or Affiliate Member seeking to become a Regional President may be nominated upon the written endorsement by no less than ten (10) Regular Members or Affiliate Members in good standing residing or located in the Region where the candidate resides. <strong>Signed petitions must be submitted to the Secretary by no later than May 31st.</strong> Please send all signed petitions via e-mail to HNBA Secretary Christina Vigil at <a

align="center"><em>Congressman Charlie Gonzalez (TX-20), a Leader in Congress and the Legal Community, Receives 2012 Capital Award</em></p></td></tr></tbody></table><p><strong>WASHINGTON, DC</strong> – In this 40th anniversary year, members of the Hispanic National Bar Association (HNBA) from across the country will travel to the nation’s capital to participate in the 2012 Advocacy Summit and Legislative Day. The Advocacy Summit will take place May 8th &#8211; 10th. Legislative Day will conclude with the <strong>2012 Capital Awards Dinner</strong> on <strong>Wednesday, May 9<sup>th</sup></strong>.</p><p>The full three-day event is focused on the HNBA’s legislative and policy priorities of: 1) preserving access to legal services for low-income individuals; 2) addressing judicial emergencies and promoting diversity on the federal bench; and 3) supporting DREAM Act legislation that includes a path to U.S. citizenship and access to financial aid. Other legislative priorities include the Violence Against Women Reauthorization Act and the creation of the National Museum of the American Latino. The Advocacy Summit will also feature a White House Briefing with senior administration officials on Thursday.</p><p>The 2012 HNBA Legislative Day ends in the <strong>2012 Capital Awards Dinner</strong>, an event recognizing key legislative initiatives and members of Congress who redefine the meaning of excellence through their leadership and commitment to their communities. This year the HNBA will present the Capital Award to <strong>Representative Charlie Gonzalez</strong> (TX-20).
